A pipeline is only useful if it is short, honest and current. This is the qualification and follow-through work that a busy operating company rarely has room to sustain.

START WITH THE TARGET PROFILE

Most pipelines fail because they are wide rather than deliberate. The first piece of work is a written profile of the buyers and contracts worth your attention: the services you deliver well, the contract sizes your operation can carry, the geographies you can staff, the licenses and certifications you hold, and the evidence you can already prove.

The profile is what makes a later pass decision easy to accept. When an opportunity misses on two or three profile conditions, declining it is an operational judgement rather than a loss of nerve.

QUALIFICATION GATES, NOT A LONG LIST

Each opportunity entering the pipeline is assessed against the same gates, in the same order, so the list stays comparable and short.

  • Source and link to the published notice or request
  • Buyer, scope summary and contract shape
  • Key dates: questions cutoff, mandatory meetings, submission deadline
  • Eligibility: licenses, certifications, insurance, bonding, experience thresholds
  • Evidence: the projects, people and documents a response would rely on
  • Capacity: whether your delivery and approval people are genuinely available
  • Recommendation with a reason, and a single named next action with a date

OWNERS, CADENCE AND PIPELINE HYGIENE

Every live item has one owner and one next action. A review runs on an agreed rhythm, usually short and regular, and its purpose is to close items rather than admire them. Opportunities that have passed their date, lost their sponsor or failed a gate come off the list.

Pipeline hygiene is unglamorous and it is where most of the value sits. A list of twelve current, qualified items is more useful than eighty stale ones, because it lets your leadership see what is actually coming and decide where to put the week.

FOLLOW-THROUGH, DEBRIEFS AND REUSE

The work after a submission is routinely skipped and routinely valuable. That means tracking clarifications and presentation requests, requesting a debrief where the process allows one, recording what the buyer said rather than what the team assumed, and capturing the reusable parts of the response while the detail is still fresh.

Approved company information, project descriptions, personnel qualifications and standard forms are kept current so the next response begins from maintained material instead of a search through old files.

Fractional support means a scoped, ongoing share of DueStar capacity working to an agreed cadence: a defined set of activities, a named owner on our side, agreed review points and agreed outputs. It is not unlimited access, it is not an on-call staffing arrangement, and it does not replace your internal leadership of the relationship.

Retained clients can hold this alongside pursuit work, so the pipeline keeps moving between submissions rather than restarting each time a deadline lands. Scope, cadence and fees are agreed before an engagement begins.

Our current opportunity monitoring focuses on California government bids. Client-sourced opportunities in other markets are considered case by case. We do not offer blanket national lead monitoring, and no engagement guarantees an award.
