This is not a software subscription, a keyword alert or a database login. There is no product to learn. DueStar people monitor published sources, read what comes back, discard what does not fit and write up what does.

The difference matters because the hard part of bid monitoring is not collecting notices. It is deciding which three of this month's notices your company should actually spend time on, and being able to explain why.

WHAT WE MONITOR

Our current monitoring focuses on California government bids, published by state agencies, counties, cities and special districts such as school, water, transit and utility districts. Sources are the buyers' own published channels and procurement portals.

Coverage is deliberate rather than exhaustive. California publishes procurement through a large number of independent systems, and we do not claim to see every notice in the state. Companies can also bring client-sourced opportunities from other markets or locations, and we consider those case by case for broader pursuit support.

FILTERED AGAINST YOUR PROFILE

Before monitoring starts we agree a pursuit profile with you: the services you want to win, the contract sizes you can carry, the regions you can staff, the licenses and certifications you hold, the bonding you can furnish, and the project evidence you can prove.

Each notice is tested against that profile. Most are discarded. The ones that survive are the ones where the eligibility conditions look satisfiable and the work is genuinely yours to compete for.

WHAT A BRIEF CONTAINS

  • Link to the published source, so you can read the original
  • Buyer and a plain summary of the scope
  • Submission deadline and the questions cutoff
  • Mandatory meetings or site visits, with dates and whether attendance is a condition
  • Bonding, licensing, insurance and experience requirements
  • Gaps we can already see against your profile
  • A pursue, consider or pass recommendation with the reason behind it
  • One next step, with an owner and a date

AN ILLUSTRATIVE BRIEF

Hypothetical example, not a live bid. A county publishes a three year facilities maintenance services request. Scope matches your crews and the region is one you staff. The brief would note a mandatory pre-bid walkthrough eleven days out, a performance bond requirement, a request for three comparable public agency projects within the last five years, and a questions cutoff before the walkthrough.

It would then say what is unresolved: two of your three closest projects were delivered for private clients, so the comparable public experience needs confirming, and the bond amount needs your surety's view before the walkthrough. The recommendation would be consider, with the next step being a call with your surety this week, owned by your finance lead.

Every figure and detail in that example is invented to show the shape of a brief. It does not describe a real solicitation or a real client.

We do not promise exhaustive coverage of every California notice, and a recommendation is advice rather than a determination. The buyer decides eligibility. Scope and cadence are agreed before an engagement begins.
