READING A NOTICE

  • Solicitation or combined synopsis/solicitation: the buyer is asking for offers or quotes. Check the deadline, instructions and evaluation criteria in the attached documents.
  • Presolicitation: advance notice that a solicitation is planned. Use the time to prepare and confirm fit.
  • Sources sought: market research. A response can shape the acquisition, but it is not a bid.
  • Set-asides and NAICS: they signal who may compete and how size is measured. Confirm your own eligibility in the notice and your registration.
