Public buying runs on published rules, fixed dates and documented eligibility. Here is how a pursuit actually unfolds, and where support makes the difference.

WHAT MAKES PUBLIC PURSUITS DIFFERENT

In a public pursuit, the rules are published before the competition starts and the buyer is obliged to apply them consistently. That cuts both ways. A company with a genuinely strong offer can win without a prior relationship, and a company that misses a stated condition can be set aside no matter how good the work would have been.

So the discipline is different from private selling. Most of the value comes from reading the instructions properly, deciding early whether you can meet them, and building the response around what the buyer is actually required to score.

THE SEQUENCE OF A PURSUIT

1. QUALIFICATION
Read the instructions in full and convert them into a checklist. Separate mandatory eligibility conditions from scored criteria, and mark each one supported, to confirm, or gap. Decide whether to bid before the work piles up.
2. MEETINGS AND QUESTIONS
Complete any registration, attend mandatory conferences or site visits, and submit permitted questions through the designated channel before the cutoff. Questions and answers usually become public, so wording should resolve real uncertainty without exposing strategy.
3. ADDENDA
Buyers amend solicitations. An addendum can change scope, dates, forms or evaluation, and often has to be acknowledged. Every amendment is checked against the plan, the pricing and any text already drafted.
4. RESPONSE AND BUDGET
Develop the technical response, forms and evidence together with the pricing, in the buyer's required formats, keeping the narrative and the numbers consistent with each other.
5. APPROVAL AND SUBMISSION
Your authorized people approve the commitments and the price. Submit through the required channel, allowing for portal behaviour and file limits, and keep the receipt record.
6. DEBRIEF
Track clarifications, presentations or negotiations. Where the process allows a debrief, request it, record what the buyer actually said, and feed it into the next pursuit.

AN ELIGIBILITY EXAMPLE WORTH UNDERSTANDING

Hypothetical, for illustration. A request asks for three comparable projects completed in the last five years. Your team has the experience, but two of those projects were delivered by your key staff while they worked at a previous employer. If the buyer requires experience held by the bidding company, work performed under another company's contracts may not count, however capable the individuals are. That question is worth resolving early through a permitted clarification, not assumed at submission.

A second barrier behaves differently. If the same request requires a performance bond your company cannot furnish, that is a genuine eligibility barrier rather than a scoring weakness. Only your surety can confirm what can be issued and on what terms, and that answer should be obtained before the effort is spent. When a mandatory condition cannot be met, passing is the right call.
