WHAT PROPOSAL DEVELOPMENT COVERS
Proposal development is the work between a released solicitation and a submitted response. It applies to formal public RFPs, RFQs and statements of qualifications, and to private-sector requests and negotiated proposals where the buyer sets the format and the evaluation approach.
The support is hands on. DueStar reads the instructions in full, builds the plan, runs the schedule, interviews your experts and writes. Your team supplies the delivery expertise and the evidence, and approves everything that commits the company.

HOW THE WORK RUNS
- INTAKE
- We confirm the scope, submission channel, deadlines, mandatory meetings, eligibility conditions and evaluation method, then state plainly what is supported, what needs confirmation and what is a gap.
- PLAN
- Every requirement receives a section, an owner and a date. Your experts see what is needed from them and when, so they can plan their input around delivery work.
- DEVELOP
- We interview your people, convert what they know into evidence a reader can follow, and draft the response around what evaluators are asked to score.
- RECONCILE
- Narrative, staffing, schedule, forms and pricing are checked against one another, and against any addenda issued during the response period.
- APPROVE AND SUBMIT
- Your authorized signatories approve the final package. We coordinate the submission through the required channel and confirm the receipt record.
A DELIVERABLE EXAMPLE
For a hypothetical services solicitation with a sixty page limit, mandatory forms and a required pricing workbook, the working set would typically be a compliance matrix listing each instruction with its page reference and owner, an annotated outline mapped to the evaluation criteria, an interview record per technical section, a drafted response with the graphics and tables it needs, a completed set of buyer forms, a pricing workbook filled in the buyer's own file, and a final readiness checklist signed off before submission.

BUDGETS AND THE BUYER'S FORMS
DueStar can build a budget workbook tailored to the service being proposed, then map it into the buyer's required template so totals reconcile and the narrative agrees with the numbers. Where the buyer supplies a protected spreadsheet, the required format, formulas and locked fields are preserved rather than redesigned.
Your finance owner sets rates, assumptions and margin. DueStar does not supply statutory amounts, wage determinations or legal conclusions, and does not convert an unresolved question into an invented number. Where uncertainty remains, it stays visible so your team can decide how to handle it, including through a permitted clarification question.
WHEN TO ENGAGE, AND WHAT WE NEED FROM YOU
The earliest useful moment is before or at release, while questions can still be asked and evidence can still be assembled. Later entry is workable when the requirements are clear and your team can be available for interviews and approvals inside the remaining time. We say honestly when a deadline leaves too little room to produce a response worth submitting.
