THE OPERATING PRINCIPLE
DueStar holds the structure and ownership of the pursuit. Your team holds the expertise, the evidence and every commitment the company makes. That split stays constant through all six stages below, and it is the reason the process does not stall waiting for an unnamed decision.
This describes how the service is organized. It is not an account of a completed client engagement.
STAGE 1: OPPORTUNITY AND QUALIFICATION
- DUESTAR OWNS
- Reading the solicitation and any prior amendments in full, converting instructions into a qualification checklist, separating mandatory conditions from scored criteria, and marking each item supported, to confirm, or a gap.
- YOU PROVIDE
- Licenses, certifications, insurance and bonding position, relevant project history, and an honest view of delivery capacity.
- CHECKPOINT
- A pursue, consider or pass recommendation with reasons. Your team takes the decision before significant effort is committed.
STAGE 2: PLAN AND OWNERS
- DUESTAR OWNS
- The response outline mapped to the evaluation criteria, the owner calendar built backwards from the deadline, interview scheduling, and the tracking of registrations and mandatory meetings.
- YOU PROVIDE
- Named people for each technical area, their availability, and a named approver for technical commitments and for price.
- CHECKPOINT
- The plan is agreed, so your experts can plan their input around delivery work instead of being interrupted by it.
STAGE 3: QUESTIONS AND ADDENDA
Permitted questions are drafted as a consolidated set, checked against the solicitation and any answers already published, and sent by your authorized party through the designated channel before the cutoff. Because questions and answers usually become public, the wording resolves genuine uncertainty without exposing strategy.
Addenda are treated as events, not paperwork. Each one is checked against the compliance matrix, the outline, the drafted text, the forms and the pricing, and any change is flagged to the owners affected. An acknowledgement requirement is tracked to completion, because a missing acknowledgement can make an otherwise strong response non-compliant.
STAGE 4: DEVELOPMENT AND PRICING CONSISTENCY
Sections are drafted from interviews with your experts rather than from generic text, then revised against the criteria the evaluator has to score. Graphics, tables and formatting are produced alongside the writing rather than at the end.
Pricing runs in parallel, not after. The staffing described in the narrative, the schedule, the assumptions and the numbers in the workbook are reconciled against one another at each review, in the buyer's required format with its formulas and protected fields preserved. Where the buyer's template cannot express something, an allowed note or clarification question is used rather than an alteration of the file. Your finance owner sets rates, assumptions and margin.
STAGE 5: REVIEW AND APPROVAL
Reviews are scheduled rather than improvised, and every finding is tracked to a resolution with an owner. A compliance pass confirms each instruction is answered in the place the buyer asked for it, within the stated limits, on the required forms.
The approval package then goes to your named approvers: technical commitments, evidence, references, price and any certifications to be signed. Nothing is submitted on assumed approval.
STAGE 6: SUBMISSION AND AFTER
Submission is treated as its own task with its own time allowance, because portals fail, file limits bite and upload windows close. We work to submit ahead of the deadline, confirm the receipt record and keep it with the pursuit file.
Afterwards, clarification requests, presentations or negotiation steps are tracked. Where the process allows a debrief, it is requested and what the buyer actually said is recorded. Reusable content is captured while it is fresh, so the next response starts from maintained material.
