WHAT THE TERM MEANS

Capture management is the discipline of deciding which opportunities to pursue and preparing to win them before a solicitation is released. Fractional means you hold a scoped, ongoing share of that capacity rather than employing it full time.

The word fractional carries a specific promise and an equally specific limit. The promise is continuity: someone is holding your pursuit picture between deadlines. The limit is that the scope is agreed and finite. It is not unlimited access, not an on-call arrangement, and not a substitute for your own leadership of client relationships.

WHAT A REAL ARRANGEMENT CONTAINS

DEFINED SCOPE
A written list of the activities included, such as opportunity qualification, buyer and requirement research, evidence gap tracking, teaming questions and pursuit planning. Anything outside it is agreed separately.
A DEDICATED OWNER
One named person accountable for the work, so questions have an address and context does not reset between calls.
A WORKING CADENCE
An agreed rhythm for reviews and updates. A weekly working session with a short written update is one common pattern; it is an illustration of how this can be structured, not a promised service level.
CLIENT APPROVALS
Your team approves pursue or pass decisions, teaming approaches, positioning claims and anything that commits the company. Capture support prepares decisions; it does not take them for you.

OUTPUTS YOU SHOULD SEE BEFORE RELEASE

Capture is easy to describe vaguely, so judge it by what exists on paper before a solicitation is published. If nothing has been written down, the work has not really happened.

  • A current, short list of qualified opportunities with owners and next actions
  • A pursuit profile for each live item: buyer, likely scope, expected timing
  • An eligibility checklist marking each condition supported, to confirm, or a gap
  • An evidence register naming the projects, people and documents a response would use
  • Teaming or subcontracting questions with an owner and a date
  • Win themes with specific, provable support attached to each
  • A milestone plan through release, including registrations and mandatory meetings

HOW IT DIFFERS FROM A LEAD LIST

A lead list is a volume of notices. Capture management is a small number of decisions made well. A list tells you something exists; capture tells you whether you can meet the eligibility conditions, whether you can prove the experience, and what you would need to do in the next three weeks to be ready.

You can tell the two apart by what arrives. If the output is a feed, it is monitoring. If the output is a recommendation with reasons and a next action, it is capture.

HOW IT DIFFERS FROM OUTSOURCED SALES

Outsourced sales puts someone in front of buyers to represent your company commercially. Capture management works on the preparation and the decision quality behind a pursuit. It does not make commitments on your behalf, does not negotiate, and does not claim relationships or influence over an evaluation.

In public procurement that distinction is more than semantic. Evaluations run against published criteria, and the useful work is being genuinely well qualified and well evidenced against those criteria before anyone writes a word.

WHEN IT FITS, AND WHEN IT DOES NOT

It fits when opportunities are reaching you late, when the same evidence gaps resurface in every response, or when pursuit decisions are being made in the week a request lands. It fits less well when your pipeline is already short and well qualified and the real constraint is writing capacity. In that case proposal development support is the more direct answer.
